Qi̘v āwnāq (/əˑw/ /nəˑq/ [coral] [spark]) is a subtropical Large City located in the Westhe Earldom of the Kingdom of Hobben.

The name Qi̘v āwnāq is derived from the Tauric language, as Qi̘v āwnāq was founded by Bepira Jenney, who was culturaly Tauric.

Climate

Qi̘v āwnāq has a yearly average temperature of 17°C (62°F), with its average temperature during the summer being a pleasant 21°C (69°F) and its average temperature during the winter being a cool 14°C (57°F). Qi̘v āwnāq receives an average of 249 cm/y (98 in/y) of precipitation, most of which comes in the form of rain during the summer. Qi̘v āwnāq covers an area of nearly 504 km2 (201 mi2), and an average elevation of 410 m (1345 ft) above sea level.

Overview

Qi̘v āwnāq was founded durring the early 14th century in winter of the year 1342, by Bepira Jenney. The establishment of Qi̘v āwnāq was somewhat plagued by a lack of willing colonists, leading to Bepira Jenney electing to pay people to resettle in Qi̘v āwnāq.

Qi̘v āwnāq was built using the conventions of Tauric durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Qi̘v āwnāq is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Qi̘v āwnāq is buildings are arranged arround a single narrow cobblestone mainstreet with many smaller streets branching off of it which gives the city a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The city rests behind the absurdity that is a thick, timber braced, wall made of clay bricks. While visualy impressive and certainly an astetic, Qi̘v āwnāq's wall provides no actual defence against siege equipment due to the choice of its cosntruction materials. Even nonexperts can tell the town is trying to impress rather than defend with its walls, towers, and gatehouses. Though admittedly, they do look nice... To primitive tribals who have never seen fortifications before. The political statment focused walls have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.

Qi̘v āwnāq seems to be abandoned at first. There are people present, working their trades and going about their business like any community, it’s just they are absurdly quiet. Just as you start to think there might be trouble, you see most of them are reading. The entire city feels like a library, with those not reading remaining quite to not disturb those who have their nose in a book. The longer you remain in Qi̘v āwnāq the more you start to wonder if you’ve entered some strange open-concept University rather than a city, but you can’t quite say such with certainty.

Civic Infrastructure

Qi̘v āwnāq possesses a city-wide Aethary Link which provides Aethary access anywhere within its metropolitan. This allows citizens who can afford the relevant devices access in their places of work, and rarely homes.

Qi̘v āwnāq has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

Qi̘v āwnāq has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Qi̘v āwnāq. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Qi̘v āwnāq's parks.

Qi̘v āwnāq's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.

Qi̘v āwnāq has a first rate hospital which caters to anyone in need of long term medical care.

Qi̘v āwnāq has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. The library is open to the public, including the Aether Link.

Qi̘v āwnāq has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Qi̘v āwnāq's natural decorations nor waterways.

Qi̘v āwnāq has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Qi̘v āwnāq has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Qi̘v āwnāq has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Qi̘v āwnāq is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.

Cultural Notes

While Qi̘v āwnāq has a public leader, the real authority is hidden from outsiders. This ruler may draw their authority from rationales unacceptable to outsiders, they may have cowed the public authority into obedience, or they may have a mutually beneficial private arrangement with the official ruler.

Qi̘v āwnāq's bank was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.

In Qi̘v āwnāq sometimes, near one of the seasonal solstices, the sun appears to split into three and it rains from a clear sky for several hours.

The Human Juju Zombie near Qi̘v āwnāq are known to be almost tame, such that they can be put to domestic use.

Qi̘v āwnāq's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves ritual combat to channel Enchantment energies of tier 3 via speaking in tongues.
